Pinellas County solar permitting: where the calendar actually goes
Signed paperwork to permission to operate, step by step, with the parts nobody controls.
Install day is one day. Everything around it is the timeline. Here's the honest sequence for a Pinellas Park project.
Stage 1 — Site assessment and design
A real roof visit, a shade model, a load review and an electrical service check. One to two weeks, mostly scheduling. Skipping this is how change orders happen.
Stage 2 — Permit submittal
Structural and electrical plans go to the authority having jurisdiction. Review time varies with volume — busy season after a storm is slower than a quiet spring. This is not something a contractor can accelerate by wanting it more.
Stage 3 — Utility interconnection application
Runs in parallel with the permit. Duke Energy reviews the system size against your service and issues its approval to install. Two separate approvals, two separate clocks.
Stage 4 — Installation
One to three days for a typical residential array. Longer if a panel upgrade or re-roof is bundled.
Stage 5 — Inspection
County inspection of the mechanical and electrical work. If something fails, it's usually a labeling or conduit detail — a correction and re-inspection, not a rebuild.
Stage 6 — Permission to operate
Duke sets or reprograms the meter and issues PTO. Until then the system stays off. Turning an array on before PTO is a real problem, not a technicality.
Realistic expectation
