Demand shaving is the classic commercial storage case: the battery discharges into short peaks so the meter never records them. On the right load profile it can outperform additional panels per dollar.
The roof comes first
Ballasted racking adds dead load; attached racking penetrates the membrane. Either way, the membrane manufacturer's warranty terms and the remaining roof life govern. Nobody wants to remove an array to re-roof a building in year six.
