Ballasted vs. attached
Ballasted systems sit on the roof held by weight. No penetrations, but real dead load and a wind-uplift calculation that must pass.
Mechanically attached systems penetrate and flash. Lower dead load, more detail work, and the membrane warranty terms drive the flashing spec.
Structural first
Existing Pinellas County buildings were not necessarily designed for added dead load plus uplift. A structural review is not optional and is cheaper than discovering the answer late.
The warranty conversation
Involve the membrane manufacturer before design is finalised. Many require approved installers and specified flashing details to keep coverage intact. That conversation is free early and expensive later.
Wind uplift
Florida wind design governs layout, especially at corners and perimeters where uplift is highest. Expect setbacks and reduced density at the edges.
Access and staging
Roof access, crane or hoist positioning, and how the work interacts with tenants near Fort De Soto and Monte Cristo all belong in the plan, not in a change order.
