THE SHORT ANSWER
Dimming lights can have several causes. Tell the electrician whether the change affects one fixture, one room or much of the house, and whether it coincides with air-conditioning startup or another event.
Observe from normal use
Note when the dimming occurs, how long it lasts and whether the pattern has changed. Mention recent lighting, appliance or HVAC work. Do not intentionally reproduce severe symptoms or open electrical equipment to investigate; ordinary observations are enough to start the conversation.
Coordinate the right assessment
