KUA’s published net-metering tariff says the grandfathered demand-credit treatment described there continues only until the earlier of ownership transfer or October 31, 2028. [1]
Verify that the location is actually grandfathered
Do not infer status from installation year alone. Ask KUA to confirm the account and location, then save the response with the applicable tariff. The tariff describes eligibility using required documents and an active permit by a historical cutoff, so incomplete memories are not enough.
Separate equipment ownership from utility treatment
A paid-off solar array, lease transfer and KUA billing status are different questions. Review the equipment contract and utility account independently. A buyer receiving the panels does not automatically receive every prior billing feature.
Put the earlier-of rule on the sale timeline
If a sale or title transfer is planned before October 31, 2028, request current KUA guidance before representing future credits to a buyer. If no transfer is planned, the published date is still a checkpoint for household budgeting.
Model future bills without a promise
Use recent delivered and exported kWh to understand how the current credit appears, then ask KUA how the applicable post-transition tariff would calculate credits. Do not invent a savings number or assume utility rates and household use stay fixed.
Create a buyer-ready record
Collect the KUA confirmation, recent bills, utility agreements, equipment ownership documents, monitoring transfer instructions and service history. Present each with its source and date. This is more credible than a sales statement that the home has “permanent net metering.”

- Review equipment and utility transfer terms separately.
- Record the earlier ownership-transfer or 2028 date.
- Avoid promising a buyer a future bill amount.
